When doing a bulk relist, all you need in your .csv is "action=relist" in the first cell (minus the quotation marks) and a column for your GUIDs:
Your .csv should look like the above. Then, go to Product > Bulk Upload and choose your file. Once you do that and check off the appropriate channels you want to skip you can through with your upload and successfully relist your products.
